OK, let's do the analysis your way

Baseline spending = spending the year before the president takes office. If they were a 1 term president, then total baseline = prior year spending x4. For a 2 term president, the total baseline = prior year spending x 8. The total percent increase over baseline = actual spending / total baseline spending -1. In your example, prez a would be $800 / $400 - 1 = +100%. Prez B would be $735 / 400 -1 = +84%

So here's how the actual presidents fared using the TK methodology (note that the 4 year presidents are advantaged in this analysis... but Reagan, Clinton, Bush 2, and Obama are all on equal footing):

Reagan: +50.0%
Bush 1: +19.8%
Clinton: +14.8%
Bush 2: +33.9%
Obama: +19.9%
Trump: 23.9%
