Non-political response - additional factors:

Costs: I’m a mid career professional making significantly more than what most teens would have access to and the cost of owning and operating a vehicle is far from trivial - vehicles, gas, maintenance and all that on average are more expensive than they used to be even adjusting for inflation. If I didn’t have to have a car to get around for work and kids in America suburbia, I wouldn’t own one for the cost savings alone. I need two new front tires right now in fact and I’m dreading it.

Ride share services: I don’t really use ride share stuff that much and the few times I tried it was more expensive than I was expecting, but the availability of these sorts of services could make an impact in some places and in some circumstances.
