It's parenting. Ours both had theirs by 17 and one at 16.

My parents wouldn't let me get mine until I was 17.5. They said I was too immature. And within 6 months of getting it, I had a reckless driving charge for doing something totally stupid and immature. Fortunately I beat the rap and got a little smarter.

But...my daughters have had no issues. My wife and I spent a ton of hours on the road with both of them and went thru all of their requirements to get theirs. I thought I might not have to do much on the first one because my wife announced to me that she would teach her. She came home after the second road test and said, "you're teaching our her, I can't take it".

I threw her the keys right then and said drive me up to the store. It was terrifying. But she came home from it and said that I was much calmer than her mother. So I completed her Jedi training. Fortunately the younger one was less scary.
