He appears focused on the notion that the Trump admin DOT repealed

The rule based on an Obama era law requiring a review which found costs exceeded benefits of air brakes, and the fact that the DOT acted on that finding under Trump was just a matter of timing. The article also asserts that the rule wouldn’t have applied to the derailed train anyway, because its cargo was mixed. I’m also not sure the cause of the derailment has been confirmed.

While that is how 81’s link reads, I doubt Hooda would extend such logical accountability sharing (and uncertainty) if the rule had been repealed by a prior dem admin based on a review initiated by a repub predecessor.
