I get that McCarthy is just doing this for political reasons (as if we have
actually given Ukraine a blank check). All expenditures should be subject to review and analysis. However, I can't see how Russia couldn't take this statement as anything other than an encouragement that our policy may change if Republicans take back the House (which they are likely to do). It undercuts our ally by sending the message by saying we may not stand by you, which by implication sends that message to other allies who have doubts about us.
It's just dumb. I don't think McCarthy would actually stop funding altogether, but it sends a bad message.
By the way, promoting democracy and stability in the world does help Americans. When we did that after WWII, we put in place the measures for the greatest economic benefit Americans ever had.
