As for a "base level of immunity", between those fully vaxxed (not necessarily boosted yet, considering the booster's ineffectiveness in stopping the spread of Omicron) and those with natural immunity (many also vaccinated), especially within the most vulnerable, our rates are already pretty high. Doesn't mean we don't keep encouraging folks to get vaccinated or even boosted, but 100% isn't a realistic goal.
