Well in fairness, sheriffs can read and be informed, but you're right that

he's not professionally qualified to comment on the science so he should refrain from doing so.

I have no issue with not enforcing mask laws except where anti-maskers are being disruptive to a private business. But that would be an arrest for trespassing, assault, etc, not for not wearing a mask.
