It comes down to hypocrisy, but more specifically the right's inability...

...to understand that the left cannot be shamed.

Despite being lauded by many on the left and used as a foil for Trump's alleged incompetence, Cuomo, in reality, has been the poster-child for government COVID failure. The right has held him out for nearly a year now as a perfect example of both blue-state/leftist/media (BIRM) malfeasance and hypocrisy on the issue, and evidently felt the need to ramp it up over the past week to counter the Cruz-murdered-Texans-by-going-to-the-beach-with-his-daughter fake news.

The right's problem, though, is that it continues to believe it can shame the left by pointing out examples of the left's lying and hypocrisy. When they do so, however, their experience is always like Charlie Brown when Lucy pulls the football away.

The left never intends for their rules to apply to themselves, and leftist morality is entirely situational, so the right's efforts to shame them will always be like Charlie trying to kick that football. They'd be better off just ignoring the left's false narratives rather than give life to what are obvious lies to begin with.
