Just a slight quibble - from a certain standpoint there is a ton of

Value creation going on, mainly in the form of innovations driven by the “new normal”. So tech has been leading the charge.

Not enough to explain the s&p 500 being flat for the year. So there is likely to be a bill, and we are probably nowhere close to ending the liquidity infusions from fed and fiscal policies that may drive the size of the bill.
