Even better! So energy buyers (and/or taxpayers) foot the whole bill for

the solar panels you want to mandate on my new house? Sweet! Take that you poor schlubs living in your non-solar paneled "affordable housing"! Enjoy paying that electric bill I won't have to, because "we all pay for power plants". All while my home value goes up, thanks to having those solar panels, at your expense.

No, you're talking about mandating the world as you decided it should be, because the economics don't justify doing it for you. Otherwise you wouldn't have to force it on the market.

If this is a sensible way for Dominion or other energy companies to generate electricity outside of power plants, then I think they would have every incentive to make sure it happens.
