That's how Democracy works

We all vote for what we think should happen, and pass the collection plate.

As good as the free market is, there is absolutely a blind spot when it comes to convincing people that they should suffer a concentrated short term expense in exchange for a distributed long term gain. That's one of the things that elected government is FOR ... to decide when those things have to happen anyway.
