It was low turn out in some places, but some of the critical states Trump

got more votes than Romney and the overall turnout was even higher. PA for example, Trump got almost 10% more votes than Romney while Clinton was off Obama's total by about 5%. There were about 5% more total voters in PA this election than 2012.

On the other hand, California was way, way off in terms of total votes. In 2012 over 13 million votes were cast in CA, with Obama getting 7.8 and Romney with 4.8. In 2016 there were barely 9 million votes cast with Clinton getting less than 5.5 million.

In 2012 there were almost 129 million votes cast with Obama/Romney getting 127 million of that (Johnson got 1.2 million as a 32rd party)

In 2016 it looks like right about 126 million votes cast, with Clinton / Trump taking 120 million of those votes (Johnson will finish with just about 4 million).

That huge drop in the vote totals in CA is more than the fall off everywhere else. So apart from apathy in CA, move voters came out overall in 2016 than 2012.
