The fact that police enter these communities more on edge and possibly more trigger happy Isn't just because of some repressed 1860s racism. that being said, and this a where higher standards come in, the training needs to account for this. They are only given one community over which they have no ability to control. they can control how aggressively they police and the mentality with which they do it. There are lots of variables. it is the responsibility of the those in power to control what they can regardless of how much they cannot.
