viewed differently by most reasonable Americans?

Yeah, I don't see why someone would go ballistic over that billboard either but I really hate false equivalence "WEREZ THE OUTRAGE???!!!!" arguments.

I imagine a picture of someone choking a child would generate an even stronger response and one with Mad Max in a choke hold less of one....even though Imperator Furiosa was the most badass character in that movie and female.

I don't see where that's somehow "outrageous" or a "double standard" or anything. Violence against women IS a major problem and there are millions of rape victims and battered wives out there who probably have a different take than you or I do. There aren't millions of battered husbands and war/violent movies cater more to dudes anyways.
