This from today's Richmond Times-Dispatch regarding the lower court's decision that Republicans appealed to SCOTUS: "The [lower court] had twice found that the Republicans in the Virginia legislature packed too many additional African-Americans into the 3rd District, diluting minority voters' influence in the surrounding districts." This clearly reads as if the court found the Rs culpable, not the Ds. I haven't had time to dig into this, but perhaps the Rs tinkered with the district boundaries post-census after the original majority minority district was created by the Ds. Perhaps my recall was correct after all.
