Occasionally voting blocks get in the way like the cubans in florida


and the institutional hate of castro within certain US agencies. Trade is the biggest factor IMO (especially since the slowing of the cold war), and I think it is usually driven more by the potential financial return than altruism/the belief that it allows us to improve the world. The British were largely motivated by the same thing when they were in charge.
