The Neo-cons were "at war" with the Realists.
Henry Kissinger and James Baker are viewed as the leading Realists. Their view essentially boils down to "We have to deal with the world as it is right now, not as we would ideally want it to be." The spread of democracy would be left to indigenous movements. The neo-cons built their ideal world on the premise of "Making the Middle East safer for Israel also makes it safer for the US. Spreading democracy in the area is the best way to make the Middle East safer for Israel." The dismal failure of that policy in the Middle East prevented its use in other areas, which also assumes the neo-cons cared about other areas.
