Yes, they marshaled the votes to pass the Civil Rights Bill. the GOP had significant back support and significant spokespeople like Jackie Robinson and the great Ernie Banks. 27 of 33 GOP senators voted for it. Bill McCullough, GOP congressman, was one of the principled Republicans who got the bill through the House.

It could all have been different, but Goldwater voted against the bill. He was on the wrong side of history. Reagan helped to seal the deal -- the great party divide -- with his code word attacks.
