The primary reason racial tensions are as high as they are now is

the explosion of video of black people in situations where they are actually being victimized (the North Charleston cop shooting the guy running away from him), or where a black person is perceived to be a victim, rightly or wrongly. This is of course a phenomenon of both the smart phone age and the fact that security cameras have become ubiquitous in the last few years. It's got a lot of black people riled up, in many cases justifiably. I don't think you can say it's Obama that stirred them up. If anything, he's avoided the issue of race for the most part.
