The problem with the case is that it held that it is bribery for a public official to take gifts and loans (and their spouse) from those either doing business or wanting to do business with their agency, that the government does not have to prove the quid pro quo, that is they do not have to prove that the giver of the gifts received anything in return. It seems to me that is unconstitutional, the Government has to prove every element of the crime otherwise there is not presumption of innocence.
