spent on practical, real world, vocational education. I don't think we need to spend MORE money in aggregate per student, but we probably should redirect some of the funding spent on traditional college preparatory education towards vocational training, apprenticeships, etc for the 50% of the population that is not on the college track.

We could really take a page from Germany here. Their youth unemployment is half the rate of ours.
