Most exit polling shows the vote split fairly evenly at 38-40% each.

Considering that Bush needed roughly 6 million more votes to swing thing, he would have need to vast majority of the Perot votes. There's nothing to indicate that was the Bust would have the choice of the majority of those voters had Perot not been running.
