Surely not the guy who's been in the House and the Senate for most of his adult life, and was the mayor of the town he lives in before that, for pretty much the rest of his adult life? That's not the behavior of somebody who wants to "blow the whole thing up;" that's the behavior of somebody who thinks representative democracy works and has committed his life to participating in it...

Shutting down the government over, say, funding of a woman's health care operation which also performs abortions in compliance with the law of the land as established by the Supreme Court, that's the kind of behavior I would call "blowing the whole thing up," and it's a mainstream position and recurring (if recurringly unsuccessful, every.fucking.time.) strategy for but one of the two meaningful political parties in this country.
