separately, getting everyone on record, etc. Whatever. But it seems like there was the potential for more value for the American people in the Senate proposal... And didn't the House GOP caucus say they wouldn't vote to provide any foreign aid until we (took steps to) secure our border? All very circular, and we've wasted months in the process.
