No, it isn’t.
Crafting legislation requires more than just passing a resolution. Legislating requires that you pass something that can stand the full process to become law. Any resolution that either the House or Senate passes, must be able to withstand the other body’s objections and changes as well as the Executive response. That means that such resolutions must be crafted to survive amendment and debate. Any thing else is failure.
But perhaps that’s the goal, which would be very sad.
