It's because they see immigration as Dem voters, so they don't see anything wrong with it whatsoever.

For one:

'Most people moving to West Virginia came from neighboring Virginia, with 8,300 movers.'

Two:

Both Virginia and Maryland have counties that want to become part of West Virginia.
