I think you might have misunderstood that comment. As a matter of fact, at


least down here in the 757 area, what you often see is a slight down tick in property taxes when property values go up, so the blowhards can claim they "cut your taxes" even when your actual tax bill, and their revenues, went up.

Perhaps state law requires them to consider the impact of rising (or dropping in the case of the financial collapse period) property values when setting property tax rates, but it definitely doesn't mean those rates have to go up when property values go up.
