Bi·par·ti·san: adjective ; involving the agreement or cooperation of two


political parties that usually oppose each other's policies.

So, if the Republicans and Democrats who oppose the bill are cooperating in an effort to propose something else, that effort would be bipartisan.
If however they’re opposing it for different reasons, that would not be bipartisan.
