The Comey letter was issued because of the leak to the NY Post by ...

Giuliani about Weiner's laptop. Comey was trying to get "in front of" the leak and making a what turned out to be a poor job of it. His hand was really forced.

Timeline - Agent leaks to Kallstrom about emails on Weiner's laptop. Kallstrom tells Giuliani. Giuliani tells the NY Post. Post undoubtedly asks the FBI press office for comment and Comey issues letter to get out in front of the story.
