Terrorism for sure, but to what end?
Certainly not to challenge the federal government militarily. There wasn’t the strength or the will for that all over again. I don’t recall any clashes that could be described as part of a guerrilla war. There were acts of terrorism though and they were almost always led by ex-Confederate officers.
Confederate soldiers signed a parole, not to take up arms against the government again, for fear of incarceration or worse. I’m not an authority on this corner of the post war environment, but I don’t recall clashes or arrests, especially on the scale that would suggest the existence of a guerrilla war or insurrection. There was certainly resistance to Reconstruction and there were incidences of violence, so maybe we are characterizing it a bit differently.
