So, to summarize an organization that provides doctor access to communities

Across the nation wants to increase the number of black doctors available likely due to customer preferences - studies do show that many people prefer doctors they can easily relate to, shared experiences. So in order to attract more black doctors, it is offering a special incentive. If they were not trying to achieve this goal, they would not be offering this special incentive to anyone, so no one is harmed.
