You're right, tying those two spending things together, and flatly refusing

to refund FEMA without also approving Ukraine spending is silly grandstanding. There's only one reason why you would refuse to treat those two separately - you don't think you can get the latter without using the former to extort it.

Even if I think both should be funded, this seems like a dumb move by Team Biden that can only blow up in their faces and lead to them caving once again.
