That's simply not true (link). Manufacturing jobs grew consistently under Trump (and Obama after the great recession) until COVID hit. Biden has barely gotten us back to pre-COVID levels (he was faced with having to dig out of the COVID hole, so I'm not saying that to criticize him).

Here's a link to manufacturing jobs going back to 1990 (you can change the range if it doesn't come up that way already). It's pretty clear what had by far the biggest impact on manufacturing jobs. While those jobs will never come back entirely (and more likely will shift from China to Vietnam, India, etc. before coming back here), there are steps we can take to try and level the playing field (primarily lower energy costs imo) to bring more of those jobs back here, as well as to grow the economy. It doesn't seem any of our last 3 POTUS' stand out much differently in a positive or negative way in that regard.
