Suggest the goal was specifically to prevent proportionate representation by race. Subtle difference, which is getting twisted into pretzels.
The VRA is supposed to ensure that voting practices can’t discriminate on the basis of race. IF preventing proportionate representation was a goal of the map drawers, accounting for the tortured shapes and disproportionate outcome, that should be problematic under the law imo.
That’s not the same as “redistricting MUST guarantee proportionate representation on basis of race”. But it might inform who shoulders the burden of proof under the circumstances.
