Depends on how it’s done, but the point is the disparity between


25% of the population being black and only 1 in 7 congressional districts, or 14%, being majority black. Given that gerrymandering is very much alive in the country, the question’s valid. However they’re drawing districts, the ultimate representation of the populace is not exactly in synch with the populace itself.

Given that outcome and that state’s fraught history with race, the maps should be struck down if they appear to make tortured shapes merely to preserve racial majorities.
