Maybe, but I’m not sure the US is changing its position here.
It all seems based on a sudden change in tone and position by Russia. The US spokesperson said we always claimed contracts under the 2015 agreement were beyond the reach of current sanctions, but that other economic activity between the two countries isn’t. Bear in mind, that’s a state department spokesman responding to questions about a Russian change in tone, and position. Not the senior admin officials making a sudden new approach to Russia.
I don’t know that they did anything more than respond to a question about an apparent change in tone and position by Russia. Which is apparently consistent with Russia’s negotiations with Ukraine. Looks a little like Vlad’s balls are in a vice.
