They're not even denying allowing this to go forward. There's no question they have to waive sanctions, at least in the parts needed, to allow that to happen. The only thing they haven't done is waive sanctions beyond that to allow for unfettered trade between Russia and Iran.
This is what the Pro-Putin, Pro-Ayatollah party was willing to give up to bow to Russia to restore the Iran Nuke deal. So they can later further enrich the Ayatollah by importing their oil here.
