The process was not supposed to require the involvement of the judiciary.
The partisanship was not limited to republicans but there were a couple of scenarios that appeared to be fair that they would not even consider. The final product is pretty good though. The VA supreme court ultimately appointed the two consultants that drew the maps. The VA supreme court is conservative and unelected but ultimately approved of the maps. I don't think that the final maps were then voted on by the GA but could be mistaken.
