Yes, Putin has been signaling this to a greater or lesser extent since he


assumed power. I don't believe he is laughing at all. I think he was counting on much more of a wedge between NATO allies, and hopefully, now that it's really "go time", NATO's unity holds, by and large. Also, there is not much of a wedge in this country, whatever some Trumpies/RW MSM folks might be saying. In all the ways that really matter, the only bipartisan disagreements are about how far and fast sanctions should go.

So, no, I think this is among the highest stress moments of Putin's rule. Maybe the highest. I think global unity against him is more than he was counting on.
