He's right. Aside from very few abortions happening at that point, almost

every state has very stringent standards on what is allowed and generally has to be approved by a panel, not just the doc performing. As they should. Which is why the NY law last year (and VA proposed but not passed) was so controversial, it basically removed those restrictions.

Regardless, I highly doubt many if any women would be getting an abortion at 7 months "just because they didn't want it".
