Can't prove a negative

One can't prove a negative. If you wish to believe that a lack of proof means the bad thing happened, that is your right as a human being. Kris Kobach has made a small fortune off of people believing exactly that about voting, continues to be unable to prove anything, and keeps getting paid. He's a very smart man who understands some fundamental things about human nature, and is happy to earn a buck taking advantage of them.

Regularly, in ye olden times, things like vote buying could dramatically impact in-person elections. This has gone away because it is simply no longer efficient to do so. It's too difficult to perpetuate the fraud, and single votes are not impactful enough to be worth buying. That doesn't mean people never tried to do it. The fact that opportunistic idiots think they can dramatically impact mail-in elections today, doesn't mean there is any reason to think they'll succeed.

Again, we've been doing absentee voting for decades. Maybe longer. Some states already do it for 100% of their votes. LOTS of GOPs take advantage of it. This whole mail-fraud garbage is literally something invented out of whole cloth to get you stressed out. Don't be a sucker.
