Intelligence Dept. do. It appears the first hand info came from the White House ... who gave it to an intelligence officer, so he/she can go through protocols. They did everything by the book. Whistleblowers are even allowed to ask Congress for proper guidance which they did.

Furthermore, there's a first account whistleblower as well. Finally, the White House already confirmed the major points of the complaint.
