Well if you define middle class by percentiles, it should be roughly
half. If half of the overall population doesn't pay taxes (so that puts the line at ~50th percentile), then as long as you draw a symmetrical high / low boundary around the 50th percentile as the middle class, then half of the middle class doesn't pay income taxes.
If you define it based on a level of income, say $50K - $150K, then yeah, it's not half. But that's also not statistically the "middle" class either.
