Sounds very much like a liberalization of the previous law. Now doesn't

have to be life or death, and the fetus needs to be viable.

I could see instances where a mother is forced to carry a fetus to term under the previous law even if it's not likely to survive outside the womb.

I could also see instances where a mother is at risk of severe trauma and near death but not death and being forced to carry to term.

went and looked this up, which also had a snippet of NY looking into near death instances and the result of that study could be why they changed the language.
