Sounds like his customary letter of resignation was accepted. I'd guess that the 12:01 effective time is a bureaucratic anomaly that is typical of the process, but you're free to present evidence to the contrary that trump not only accepted the resignation of a presidential appointee, he insisted it take effect exactly 1 minute into his tenure. Of course, you're also free to think Trump is a jerk for not retaining a presidential appointee, although I can't imagine that is without precedent. I think Trump's a jerk too, but I'm not convinced this is an example of anything other than selective headline based outrage. I'm willing to be proven wrong.
