Powell had little regard for rules regarding record retention and security where they were inconvenient to him or impacted his desire for control over his communications.
In fact his disregard was more blatant and severe than Clinton's on both fronts (record-keeping and security). And he later wrongly contradicted her about the advice he gave, claiming it happened years after she took office. Since he destroyed all his email history as he left office, he was forced to rely on his own faulty memory of the episode, and has not yet apologized for his now-proven-to-be-false descriptions of his dealings with her.
That is not to forgive Clinton, but to put the scale and severity of her transgression into a context of behavior of others in her position. The fact that more regulations existed during her day does not change the fact that the underlying laws those regulations are implementing were around during Powell's - the requirement to retain records and the requirement to protect data. And he violated both the letter and spirit of those laws brazenly.
