Having the brightest of the poor kids apply to be the token scholarship students at wealthy private schools.

Charter schools with lottery type admissions in neighborhoods that need choices are much better than moving the motivated kids out of the neighborhood.

The hard part is that for every woman/man who can pull a neighborhood charter off ... There are ??? who try and fail.

Good story though.
