(read Democratic)? And when and why did that happen? Hoos Justice Dept. forced that? Shocking that when you pack a majority of lefties in one district, the leftovers in surrounding districts end up predominantly rightie. Don't let facts get in the way of a good biased political rant:


The district's current configuration dates to 1993, when the Justice Department ordered Virginia to create a majority-minority district. At that time, portions of the old 1st, 2nd, 3rd and 4th districts were combined to create a new 3rd District.

As of 2016, the 3rd district has been ruled unconstitutional. New districts have been drawn leaving Virginia with only one majority-minority district. (Virginia's 11th Congressional District is presently 56.4% minority.) [15][16]
