Couple of points.


1. For a broad spectrum of administrations dating back to G. Washington, IIRC, testimony by someone in some office not subject to Senate confirmation has been at the discretion of the administration. He is not someone subject to Senate confirmation.

2. a. It's a House committee. When it comes to foreign affairs the Senate Foreign Relations Committee is given deference because of the Senate's power to ratify treaties.

b. It's not even the House Foreign Affairs Committee. It's formerly Issa's and now Chaffetz's showboating kangaroo court.
