Intel is laying of workers because their business relies pretty
heavily on the PC industry which is in a prolonged state of decline and they haven't yet been able to really crack the mobile market. Intel employs 107,000 people worldwide and sponsored 2,500 H1B visas in 2015 at an average salary of $104K per year (so hardly a low cost pipeline of workers).
I don't think the layoffs and H1B sponsorships are related. Intel is a big company with a declining business and hasn't done a major layoff in quite a long time.
